Rotating IP towards engine vice rotating it away from the engine (85 300D)

I kind of recall when i was in flat terrain, i would always tilt my IP pump in towards the engine because that made the drips from the drip test miniscule and when I tilted it away, I would get gobs. I noticed that tilting it towards the engine made it idle very quiet as well.

Now I am on hilly terrain and I need the oomph, so I brought the IP pump outwards away from the engine a nudge to the factory punch marked setting. The engine sounds like its got nuts and bolts and tools loose inside it.

I just want to confirm, tilting the pump outwards from the engine makes the drip test drippier and the fuel supply a little fatter and vice versa for moving it a nudge to towards the engine. At least I think so.
