OM617 way down on power.

Hey guys.
My 617 that I have in my Toyota truck seems to be tremendously down on power. The engine has a fresh rebuild from top to bottom including a completely re worked head. I also put a new timing chain as well. The only thing not new is the fuel system. I timed the ip to 24 btdc using a spill tube. Both fuel filters are new. The truck starts and runs fine except below about 50 then it misses for the first few seconds then clears out. It does haze pretty good at an idle. It's a whitish blue color and smells strongly of raw fuel. I have new glow plugs in it as well. Around town it does ok but its definitely no rocket. My concern is the highway. 65 is all it will run and that's it. The gearing is very close to what was in the car. 2800@65 vs 3000. It also gets hot pretty quick on the highway as well. Like around 200 degrees on hills and 190-195 just cruising. I realize that's not overheating but thats on 65-70 degree days. I am running the same cooling system as the car. Around town it runs about 180ish. The truck actually weighs less than the car so in theory it should be able to run the same speeds. I know there is some different rolling resistance. All of the symptoms point me to retarded timing. Can a bad set of injectors cause my timing to be that far off? What else could lead to low power? I'm out of ideas. Thanks in advance !
