Personally, I don't think police departments should be allowed to take the spoils of victory from tickets/drug busts/whatever. Instead, the money should be funneled into social programs or public schools. That and quota systems are just as bad.

I've never had a problem with 'speeding' as far as cruising at a set speed over great distances. I'm not asking for much, 75 at the most which can actually be slow on most highways around here. The farther you get from the cities the less congested things become and there is no real danger in the act. What I do have a problem with is swerving on the highway and people who gun the throttle around town (It isn't going to make a difference, trust me) However if you have a long trip to go on 65 vs 75 will make a big difference.
While that is a nice though about the schools etc at some point someone will stand up and say "We need X amount of dollars so please pull over more people.'
