You made that point. Stop begging the question. While the "law is the law" and we all take risks when we break it, there are valid reasons to debate and change it.

Only one way to find out I guess. The trick between speeding ticket revenue ad typical property tax revenue is the ability to predict the amount of money left over at the end of tax season.
Just sprinkle the extra speeding ticket revenue on top and if a lot of money needs to be injected into a school just go back to the property tax rate.
