The text of the bill has never been hidden. She was referring to the fog of misinformation being spread by people like the one who edited that youtube clip. That fog, according to Pelosi, made it difficult for people to know what the new law would do. Opponents of the bill were saying that all these bad things would happen if it passed. She was making the point that the proof would be in the pudding. Once the bill was passed, people would come to realize that its opponents had been feeding them a bunch of baloney.
That youtube clip is misleading.
