Those seem like contradictory points. To say that he lacks in perspicacity is to say that he is the sort that might miss what is right under his nose, which makes it more likely that he did his best to tell the truth on both occasions. Even if we ignore that point for the moment, your post still reinforces the lack of evidence that Frank lied about Fannie Mae and Freddie Mac. If one is trying to prove that another is lying, it is best to start with actual evidence of a lie. Once that's established, we can move on to secondary things such as the person's general credibiility.
