It is not entrapment. And I agree, you shouldn't be speeding through construction zones... although if your construction zones are anything like our constructions zones, a lot of the time it is all cones and no action! It just amazes me that Americans put up with this.

Anyway, high visibility policing is best for road safety: the safest speed trap is the one that never catches any motorists, because they are all within limits.
