The heating element is located within the O2 sensor. The cable that is connected to the sensor contains 4 wires; two for the sensor itself, and two for the heater.

The O2 sensor in this car only has one wire. However, thanks to this forum (but mostly Frank Reiner) I fixed the problem. I thought about how the circuitry worked, and realized there was no power to the fuel pump. Looking at the circuit board, I saw the problem. Pin #87 goes to the body of the large relay. I noticed a little burn spot, and a crack in the solder joint. Photo shows the crack and burned spot at the screwdriver tip:

I soldered the connection, plugged in the relay, and it started right up!
