Question fuel leak at black plastic junction box at top side of injection pump .what is box?

i have a 1996 E 300 diesel,engine type 606.912, and at the top of the box in question there are 2 lines at the top coming in from and back out to the fuel filter base.At the bottom a line goes from the plastic box to the lower central injection pump.At the side of the black plastic box is also connected a section of wiring maybe 3 wires thick.The fuel leak is at its worse when the vehicle is cold but when it leaks it really drips steady!What is this box,a cold start valve ???, and can i replace it without having to replace the fuel injection pump???? this box is mounted to the pump by one torx screw at the rear of box. thanks---stew
