I don't see it as a flawed model. It's designed to garner public sympathy. Police are eventually forced to go in and enforce the law, protesters refuse to obey the law and presto lots of good press about the evil police versus the pure in intention protesters fighting for all that is good and pure. This is exactly what the movement is designed to produce and it's working pretty good.

The healthier a society is, the more capacity it has to support losers & so the more who choose that way of life. Most of that "rent a mob" choose to be that way. Even if you had full employment they would be there. The love of knocking off "tall poppies" is their motivation. They probably have one or 2 genuine ones in waiting, just in case questions are asked.
