Wrap some aluminum foil in the TP roll, one wind under the surface. She *should* hate the way it feels on her teeth and stop.

Keep an eye on her though, in case she just stries to eat the aluminum foil

We once had a Samoyed who showed no boundaries in filching food, even partially consuming tin foil. An x-ray of her intestinal tract after those events would have been pretty interesting...
