Is this a model that has a primary filter inside the tank? If it is, that could be your problem, or just a gunked up tank.

If a car has been sitting 3 years, the brakes are probably sludge and rust.
Do a complete brake overhaul including rubber hoses.
No sense in making it run if it won't stop.

The problem with an old gas tank is grunge and rust. At some time it would be wise to look inside. It is better to have it cleaned and coated before it rusts through, unless a spare is available.
