That spring loaded plunger is there so you can use the Manual Shutoff. With that original part the Manual Shutoff is not going to work.
Yeah, that is an issue. If i need to manually shut it off, I have to pull the throttle linkage, which I can do by hand. I guess if I sell the car I will need to be sure and let the new owner know!
It's idling a bit smoother now than it did with the old bolt and I wonder if that spring was worn out and causing some slop.

You won't be able to pull it up enough to shut off the fuel without the spring loaded bolt. You can get two nuts the same thread as the factory bolt, and have the engine stop capability.
