The is not oil in the area the bolts were loose. Your compressor shaft seal is leaking and blowing oil into the engine.

Well, then why did the oil stop leaking out when I tightened the four bolts that drew in the compressor section tight to the center section? To me it was obvious that the oil was coming from that joint, as tightening the bolts stopped the oil flow. Besides, the shaft was tight as new because the turbo had been rebuilt, but the sections were not clocked in the proper orientation (or the bolts tight) to fit the mounting on the manifolds.....Rich

You sealed the housing to the body, now all the oil is going into the intake instead of some leaking out.

Shaft play has nothing to do with the oil seal ring passing oil. You can have gobs of shaft play and not pass a drop of oil or, as in your case, no shaft play at all and be leaking all over the place.
Its a simple piston ring style seal. If it was over-stretched during installation it can lose its "springiness" or break entirely after installation.

I am not going to argue with you, but I do know that the leak was fixed by tightening the four bolts. I am satisfied with that. I also know that NO OIL is leaking out of, or into the intake from the turbo oiling/draining system. This turbo is working as it was intended.....Rich

Argue with me then, Felching was right when he said that there's not anything that should have oil in the area you tightened. You simply stopped the oil leaking outside the turbo, you didn't stop the oil leak.

Oil leaks on the compressor side are only going to come from the shaft seal leaking or from excessive blow-by making it into the intake tube.

Oil leaks on the turbine side are only going to come from oil spewing out of the engine or from the "piston ring" shaft seal.

Just because it's rebuilt doesn't mean it's any good. If the tolerances in the groove of the turbine shaft are too large, the "piston-ring" style seal will NOT seal the oil from leaking out. Likewise with the dynamic seal on the compressor side.

To be clear, NO oil was leaking from either shaft seal, neither into the turbine section, nor the compressor section. Please don't take this wrong, but in this case, both of you were incorrect. In this video: https://youtu.be/b61AGpB9qC8 you can clearly see at about 6:50 minutes into the video, the "lip seal" (as the guy called it) seals the two sections together. It is plain to see that if those four bolts were loose, the seal would allow oil past and take the path of least resistance= the bolt holes. Just sayin'....Rich

There is no argument. You simply don't know how to diagnose a turbocharger and you're failing to listen to people trying to help you understand you DID NOT fix the problem.

Evidently you did not look at the video. If you would like to come and see the turbo for yourself, you are welcome to do so. You will clearly see that this turbo works perfectly in every way, and does not leak oil from any part of it. NOT from any seal or gasket. The oil drains as it should. So yes I did in fact diagnose the oil leak properly, and fixed it.....Rich
