WASHINGTON -- In an extraordinary get-out-the-vote effort that helped put George W. Bush in the White House, Florida's Republican Party mounted an aggressive appeal to party faithful--complete with a letter from Gov. Jeb Bush--to cast absentee ballots before the Nov. 7 election.

"Vote from the comfort of your home," Jeb Bush urged in the letter, which was superimposed over what appeared to be an image of the state seal.

And vote they did. A survey of Florida's 67 counties shows that more than 700,000 Florida voters--or almost 1 in 8--voted absentee. George W. Bush, the governor's brother, captured about 125,000 more absentee votes than his Democratic rival, Al Gore.

That margin dwarfs Bush's official 537-vote edge in the Sunshine State. And Florida in turn put Bush over the top in the electoral college.


It was illegal to send partisan communications under the state seal.
If it was illegal, then why didn't the FL state dems prosecute? They certainly had a compliant press on their side.

Not to take sides, but I remember the story as well. And to be fair, it wasn't just Fla, but a few other states as well if memory serves, that dragged their feet when it came to getting absentee ballots sent out in a timely manner to military personnel - given my former occupation, I was not pleased about it.

It remains common practice. They don't bother with counting military ballots unless the election is close. Also, ballots are invalid unless canceled by a post office by the proper date. That's great if you're stationed in Omaha. Sucks if you're on an SSBN.

Yes, if extra effort is made for ANYONE to vote, it should be for military stationed abroad. I was too young to vote until my last year in the military and it was not an election year. Had I been old enough to vote and had been disenfranchised in this way, I would have been one mad GI.
