I have seen FAR worse. Looks like it may be time for stem seals some time in your future. How is the oil consumption? If it's not to bad, I would not get to worried about it.

Had symptoms just as you describe.
Nice and smooth now. Less than 30$ in parts, about 1Hr worth of your time.

I also have a 77 300D non-turbo. On average I get 27mpg. Best it has ever done on a long freeway drive was 31.
I only drive this car in the summer, cold weather does drop your mileage by about 25%....
