Definitely easier to install the lower tube first.
Recommended by the FSM, step 15 on the third page of the pdf for job 09-430.
https://www.startekinfo.com/StarTek/outside/12265/disc_2/program/Engine/617/09-430.pdf

You want to loosely attach the turbo to the downpipe,
and also have both sections of the turbo oil return tube firmly seated/attached,
before you bolt the turbo to the exhaust manifold collector.

Agreed- it is easier to install the turbo after the lower tube is installed. Tip: leave the grommet above on the tube so it will move around freely. It will be easier to install the turbo/exhaust manifold/upper tube as a unit. Once everything is in place (turbo, upper tube etc), then slide the grommet down into it's final resting place. If the grommet is all the way down, you will NOT be able to get everything lined up without bending the lower tube or breaking something. Don't ask me how I know this

So, you're saying: Before installing the turbo/manifold, put the lower tube in place but DON'T seat the lower grommet until the turbo is in place. Isn't seating the grommet one of the hardest parts?

The lower tube will not move enough to get everything lined up if the grommet is in place. Same if you want to put the upper tube in after the turbo is bolted down (or if not removing the turbo). With the grommet up on the tube, it can be moved enough to slip the upper tube over it. The grommet can be slid down and locked in place with an open end wrench. I also use silicone spray on the tube and around the upper pan.

EDIT: If you want to make it real easy, pull the upper tube up and angle it toward the wheel, and then install the turbo/manifold/upper tube. Slip the upper tube in the lower tube, and then just rotate the entire assembly toward the block and on the studs. Bolt everything together, and then slide down the grommet.

Thumbs up A Good Thread !

As I was fooling with an aftermarket air cleaner 'T' bracket on my '84 grey market 300TD to - day I noticed it doesn't have the secondary oil vapor tube and cyclone mist/vapor separator.....

The air cleaner is different too .

Strange, the inside of this car's air cleaner is damp wit oil but the engine is so dry it has white corrosion on the rocker box .

Not sure which system I like better .

I'll prolly do this job ere long as I found some on EGR manifolds and want to install them .

Since my turbo is out, I think I'll seat the lower grommet first. Then lower the turbo into place making sure the upper tube lowers right over the fully installed lower tube as I lower it all into place. That way I can seat the lower grommet while I have space to do it. Is there any reason that shouldn't work?

I seated the lower grommet first. Then I installed the turbo taking care to lower the turbo directly onto the lower tube. So, I'm mostly there now. I just need to connect all of the random things that I had to disconnect to get the turbo and manifolds off.

I didn't take the turbo off at all, i put the lower tube in, with seals in place, then put the upper tube in and with the gasket on the top, i moved it around until the little bolts lined up and i put them in. You are doing it blind, by feel and it is frustrating, but it can be done.
