What's the difference between the Cali and Federal 85? Is the Cali the one with the expensive air filter element?

Yes, the engine in your photo has CALIFORNIA emissions (trap-oxidizer etc). The '85 that Funola is getting has FEDERAL emissions (NO trap-oxidizer). It still has all the other emission related components that were on both Federal and CA vehicles.

What is all the stuff on top of the Valve Cover ? Mine has nothing there .

The mechanical linkage is like all the other engines, but the '85 has a compressor cut-out switch, and maybe some vacuum switches (EGR, trans controls etc).
